More likely is attempts to build a bomb are failing or the timeline is far beyond what the Mullahs think they'll survive. Thus a war to distract the people could help them solidify their position. Especially if the war is isolated air strikes.

It makes sense, but I'm not really willing to bet on it because the losing hand ends up with Iranian nukes.
